I’ve been following workouts in a magizene but I don’t feel like they really work.
I already do alot of cardio if that helps at all…

The best advice I got is to wear heeled boots or any kind of shoes as often as you can manage. They do wonders, and make you feel great too.

Different variations of squats and lunges will help tone and tighten thighs. Be sure to use proper form and to emphasis both directions of movement, both up and down. To advance the movement you can add hand weights to the routine. Do reps in a slow and controlled manner with little or no rest between sets.

Yes, continue with your cardio exercise but you must also know that you shouldn’t overdo it as well.
Then, go for a strength-training routine that focuses on your thigh - the whole length of it which means the inner and the outer thighs, which helps you build beautiful lean muscle mass into your thighs, giving them tighter, firmer and leaner stance.
I’ve got the outer and the inner thigh routine here which you might want to follow through:

Exercises: inner thigh press out; tilt & squeeze and cross over knee raise

Exercises: Squat with steps; thigh press and leg rotation
Workout both routines 3-4 times per week for 10-15 minutes per session.

Do 30 minutes a day on an elliptical—you will not believe how much that tightens and tones your thighs and buttocks!!!!

squat till your hamstrings touch your calves, then load up the weight.
