How do I get rid of fat around my legs get more muscle?

I’m 14, in 10th grade. I don’t exercise much, and I don’t have time to participate in school sports, so there isn’t much muscle on me. I can tolerate skinniness, but very large amounts of fat has accumulated on my butt and my thighs (especially the groin area). Why is all the fat going there? Will changing my dietary habits help, and what are some exercises I can do at home without any equipment (just myself) to gain some muscle?
The exercises I know and do are:
Squats (for the front of my thighs)
Push-ups (for my arms)
Calf raises (the tiptoes thing for my calves)
Sit-ups (for my stomach)
The areas of my body I feel need more training are:
my butt
the sides of my thighs (groin area and the place where you have your hands when standing still)
my calves
my biceps and forearm
Please suggest any exercises not already on my list so that I can train more in the listed areas
If you also have any other comments or suggestions, please say them, because my physical fitness is very important to me.

Walking is a good start, then join a gym.

Your list is quite good, as is the addition of some cardio. To keep it easy, I’d do Pilate’s. It sounds girly I know, but trust me it is in fact done by athletes and will kick your butt - literally
. It will take way less time than you imagine to get visible results. Grab a dvd from the library and try it for free. Just don’t be deceived by how easy it looks, pace yourself or your body will ache like you’ve never imagined.

Diet and cardio is the way foraward.
The most effective method of building muscle in your legs is squats.
