I heard many members complaint, and have the same question you have. I havn't had any problem yet, hope I never have one.
If you have moved more than I like 50 miles away you can, you have to submit a bank statement or utilty bill showing your new address, if not, the best you can do is go in, say you wanna quit and pay the year off. I know, its a load of nonsense they dont tell you when you sign up. Try bringing in homeless with your free passes, maybe they will let u quit.
